Kentucky has one of the highest rates of children who have suffered abuse and neglect and are now being raised by relatives or family friends. The state recently started a new program to pay some of these caregivers. But Graham Ambrose of the Kentucky Center for Investigative Reporting found that the program isn’t meeting the needs of thousands of caregivers and children in Kentucky.
